Board of Commissioners

The Housing Authority of the County of Lake, Illinois has a 7 member Board of Commissioners who are appointed by the Chairman of the Lake County Board and approved by the members of the Lake County Board to serve a 5-year term. The Chairman and Vice Chairman are elected annually within the Board of Commissioners. The Board convenes on the third Thursday of each month at 12:30 p.m. at the Lake County Housing Authority.

 Chairman Peters Honored for Leadership

2010 Leadership Honor

R. Delacy Peters, current Vernon Hills resident and an alumni of Northeastern University, was honored by the National Association of Housing and Redevelopment Officials (NAHRO) at the North Central Regional Conference (NCRC) in Indianapolis by receiving the Alvira B. Long Memorial Award for 2010 for his talents, tireless and unselfish commitment to his housing authority and to the housing industry. He was supported in Indianapolis by his wife Naomi Peters, Vice Chairman Dr. Darrell Dick, and LCHA staff. NCRC President Cindi Ring and VP for Member Services David A. Northern, Sr. presented Peters with the award.

Peters is the Chairman of the Board of Commissioners for the Lake County Housing Authority where he has been a member since 1994 becoming Chairman in 1999. Peters has shown his support and dedication not just to the housing authority but to the community as a whole. The Executive Director for the Lake County Housing Authority said, “What Mr. Peters has provided me as a mentor is priceless!”

Many people have benefited from his devotion and foresight, including Homeless Waukegan Township, Lake County Economic Development, Lake County Urban League, National Urban League, Black Executives Exchange Program (BEEP), Community Action Program, D.A.D.S, Staben House. His past and present memberships are extensive.

R. Delacy has shown tremendous forethought and insightful decision making skills. During his tenure he facilitated the development of a succession planning model for the former Executive Director. From the moment he took his seat on the Board, Peter’s commitment, leadership skills, and history of helping people has guided the agency in the right direction and where it has remained a stalwart agency during tough economic times.

Peters has led the agency and will continue to lead in the right direction as he motivates others with the strength of his personality and experiences. He is a proud husband, father and grandfather.
