Project Based Vouchers

Project-based vouchers are a component of a public housing agencies (PHAs) housing choice voucher program. A PHA can attach up to 20 percent of its voucher assistance to specific housing units if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set-aside a portion of the units in an existing development. Rehabilitated units must require at least $1,000 of rehabilitation per unit to be subsidized, and all units must meet HUD housing quality standards.

How is this different from Housing Choice Vouchers?

Section 8 of the United States Housing Act of 1937 (often simply known as Section 8), authorizes the payment of rental housing assistance to private landlords on behalf of approximately 3.1 million low-income households. It operates through several programs, the largest of which, the Housing Choice Voucher program.

The Housing Choice Voucher Program provides "tenant-based" rental assistance, so an assisted tenant can move with assistance from one unit to another. Section 8 also authorizes a variety of "project-based" rental assistance programs, under which the owner reserves some or all of the units in a building for low-income tenants, in return for a Federal government or local housing authority's guarantee to make up the difference between the tenant's contribution and the rent specified in the owner's contract with the administering agency. A tenant who leaves a subsidized project will lose access to the project-based subsidy.

After one year of occupancy in a project-based unit, the occupant in good standing may request a regular housing choice voucher and move with assistance, provided the Authority has available unutilized housing choice vouchers.

Project Based (PBV) Waiting Lists

Letters were mailed on 6/16/11 to all current Housing Choice Voucher applicants. The letter allows current HCV applicants to apply to any of the PBV properties as long as the form is returned by 6/30/11. You will remain on the HCV waiting list whether you choose to apply to the PBV waiting list(s) or not. After 6/30/11 you must be referred by the PBV property management in order to be placed on their waiting list.
